The two major changes according to Mozilla are Electrolysis and Layers. The alpha version included Electrolysis which allowed the browser interface to run in a separate process from the one rendering web content, which helped make it a much responsive mobile web browser, but with the beta we have layers which improve the overall performance and improved graphics for scrolling, zooming and animations.
Firefox 4 Beta for Mobile also supports pinch-to-zoom on multi-touch devices.
